BALANGA CITY, Bataan – Mayor Jose Enrique “Joet” S. Garcia III of this fast rising component city recently took a break with city government employees and selected private sector leaders during the Performance Governance System (PGS) Public Revalida held at the Bayanihan Center in Pasig City.
The first to present during the revalida’s afternoon session last June 10, Mayor Garcia’s presentation was scrutinized by a board of panelists, as witnessed by Institute for Solidarity in Asia founder, Dr. Jesus Estanislao.
Estanislao was former Socio-Economic Planning secretary and concurrent director-general of the National Economic and Development Authority (NEDA) from 1989 to 1990 and secretary of finance from 1990-1992.
The PGS is the official Philippine adaptation of the Harvard Business School’s Balance Scorecard that is founded on the pursuit of genuine reform guided by the core values of good governance and performance excellence. It has four stages namely; initiation, compliance, proficiency and institutionalization.
Later on that day, Balanga City received the PGS institutionalization seal and the Golden Trailblazer Award. Institutionalization is the final stage of PGS, where an organization can be formally called an institution of good governance while Gold Trailblazer Award is given only to organizations with the most outstanding strategic programs.
Balanga City is the first local government unit to receive such award from ISA.
