POPCEN 2015 to use E-questionnaire

CITY of BALANGA, Bataan – The Philippine Statistics Authority (PSA) introduces the use of internet technology through e-questionnaire at www.psa.gov.ph/POPCEN2015/EQ in the conduct of the 2015 Census Population (POPCEN 2015) starting August 10, 2015.

E-questionnaire is an electronic version of Census of Population (CP) Form 2 which can be filled out online or offline. Responding through E-questionnaire is an option that may be given to some identified areas where households refuse to be interviewed or opt to use that facility for whatever reason. Households need to be canvassed during the POPCEN 2015 enumeration before the respondent could visit www.psa.gov.ph/POPCEN2015/EQ.

The enumerator will provide the respondent with CP Form 2 and CP Form 7, which also contains instructions on how to accomplish E-Questionnaire. Both CP Form 2 and CP Form 7 will aid the household in using E-Questionnaire. The CP Form 7 will contain an assigned ten-digit reference number (example: 0000000001) which will be entered into the online facility.

Step by step instructions are given at www.psa.gov.ph/POPCEN2015/EQ. Census Receipt Confirmation Number (CRCN) which is a computer-generated number will be provided to the household once the E-Questionnaire has been successfully accomplished. The system will then inform the Provincial Statistical Office that a household responded through E-questionnaire and will no longer be called back for personal interview.

Interim Provincial Statistics Officer Ledesma L. Morante, PSA-Bataan encourages people to use E-questionnaire. She thinks that PSA employees should try it themselves, to get first-hand experience to be able to convince more people to use it.

The POPCEN 2015, which is a complete enumeration of households in the country, is designed primarily to take an inventory of the entire population of the Philippines. In keeping up with times and fast paced technology, more phases in the Census involve the use of technology such as 1) use of digitized map in Mapping and canvassing phase 2) Global Positioning System in supervision phase, 3) Computer Aided Field Editing System in field editing phase and 4) other technology in the transmission of Census results and machine processing.

POPCEN 2015 starts in all barangays nationwide on August 10, 2015.
