The Technical Education and Skills Development Authority (TESDA) was established on August 25, 1994 through the Republic Act No. 7796, otherwise known as the “TESDA Act of 1994.” Signed by then President Fidel V. Ramos, the law aims to encourage the full participation of and mobilize the industry, labor, local government units and technical-vocational institutions in the skills development of the country’s human resource.
RA 7796 is a merger of the National Manpower and Youth Council of the Department of Labor and Employment (DOLE), the Bureau of Technical and Vocational Education of the Department of Education, and the Apprenticeship Program of the Bureau of Local Employment of the DOLE.
TESDA–Pampanga is one of the seven provincial offices of TESDA Region lll. From a Provincial Manpower Development Office of NMYC in the early 1980s, it became a full provincial office in 1995 with complete staff complement headed by a Provincial Director.
