My Brother’s Keeper: PNP’s internal cleansing strategy

CAMP TOLENTINO, Bataan – In keeping true to one of his campaign promises, that of cleaning the PNP from misfits and scalawags, quite a number of men in uniform had either been suspended, reassigned, charged in court or dismissed from the service since the start of the Duterte administration in 2016.
Majority of the cases are due to their involvement in illegal activities such as drug-related extortion, corruption, and sexual harassment.

To address this problem and at the same tiime boost the morale of their men, the Philippine National Police (PNP) launched the “My Brother’s Keeper program”.
Said program, conceptualized by PNP Directorate for Operations PMGEN MA. O. Ranada Aplasca aimed at cleansing the ranks from rogue cops and police scalawags particularly those engaged in illegal activities focuses on the transformation of erring personnel to become more productive members of the organization.

As the program aims to prevent cops from involving into various illegal activities, it also aims to transform them to become God-centered, family-based and service oriented men.

Aplasca’s concept likewise requires the full support of the law enforcers to take on a much higher level of responsibility to closely supervise the police ranks which includes the development of their individual tasks provided in their job descriptions, designations and tasks.

Under the strategy, a five-man squad led by a senior non-commissioned officer is organized from the regional headquarters and cascaded to police stations, platoons, and the police public safety company.

Unit commanders, immediate supervisors, squad leaders are required to closely supervise their subordinates and sanction disciplinary actions for they are held accountable for non-action on their erring personnel.

Bataan Police Director PCOL Villamor Tuliao, during the launching of said program last Friday at Camp Tolentino, had this to say, “Through this program, squad members practice one of the most basic but rarely applied concept nowadays – caring like a brother”

“We are positive that with My Brother’s Keeper only a few police officers will lose their way, yet more will realize the value of brotherhood, responsibility, and accountability”, he added.
