ORANI, Bataan – Governor Abet Garcia and guest speaker Atty. Alberto C. Agra, explained exhaustively the PPP concept during the Provincial  Executive Legislative Agenda (ELA) meeting wherein they discussed to all concerned officials the beauty of the mechanism that thru this device, the development will “flow” down to the barangay level.

It was in this occasion, that Mayor Bondjong Pascual of Orani said that, he sees the program very useful and helpful for the LGU’s especially in Orani, as they are now undergoing difficulty in their finances yet they have to proceed with their priority projects for the people.

Mayor Pascual and the SB Members with Vice Mayor Bong Galicia, are one in saying that they need to start now in deliberating P4 as one of their agenda and eventually adopt this as one of their programs for they believe that P4 will be a very useful instrument in delivering quality services to their constituents.

Just recently, Orani LGU have been visited by prominent investors like Hyundai and Quantum International, both offering joint venture projects that will establish waste treatment facility for the disposal of municipal and industrial solid waste.

Mayor Pascual said that he is happy about Orani LGU being considered as one of the sites for their investment, for this will generally be an income generating project for the LGU and they will only shell out a very small percent of their budget.

However, the good Mayor clarified that they have not committed to any of the investors, for they need to do a thorough study, research and deliberation on this as well as the capability of the LGU to enter into this partnership.

To date, Mayor Pascual added that, they are in the “getting to know” stage with the investors, the projects and their role as they enter into this agreement before they finally approve it.

Mayor Pascual likewise emphasized that although the project is very enticing, still it must pass through the regular process required by law, that it must be sustainable, and that the safety of the people and the environment is still the main concern.
