CITY of BALANGA, Bataan – “Lubos ang aking paghanga sa ginawa nyong to. Maaaring mainspire ang buong bureaucracy kasi kultura na yung binabago nyo. Mas automated pa nga kayo kesa sa amin eh. Gusto ko inominate to para mabigyan ng award. Kayo lang nakatumbok na magkaroon ng information systems.”
These were the remarks of the visibly impressed Head of the Civil Service Commission (CSC) Bataan Field Office, Dir. Edgardo C. Cruz when he, together with the staff of the Office of Strategy Management (OSM) and some of the department heads of the Provincial Government of Bataan sat down yesterday and discussed the features of the Automated Performance Management System (APMS).
Inspired by the PGS and the SPMS, the Provincial Management Information Systems (MIS) Office headed by Mr. Geoffrey C. Loyola, has come up with a system that would not only simplify and ensure the alignment of the province’s resources and employees’ activities to the province’s goal but also rationalize, facilitate, and efficiently cascade initiatives, projects, activities from the top down to the employees.
Under the APMS, generation of all reports, documents will not only be efficient but will more importantly be aligned to the PGS and the SPMS.
Once APMS becomes operational, it will ensure that goals are consistently being met in an effective and efficient manner. The effective implementation of programs and fast delivery of services vis-a-vis strategic and operational goals are likewise ensured. Performance managers can focus on the performance of an organization, a department, an employee, or even the processes to build a program or service, as well as in other related areas.
Moreover, through this system, each and every employee of the Provincial Government of Bataan will now clearly see how his daily tasks are related or contribute to the attainment of the Vision-Mission of the province.
Also discussed during the session facilitated by the OSM were the alignment of the daily accomplishments of each employee to the Individual Performance Commitment and Review (IPCR), points of convergence with the Performance Governance System (PGS) and Multisectoral Governance Coalition (MSGC) alignment to the Major Final Outputs (MFO).
If ever, Bataan will be the first among the LGUs to implement this system, nationwide, hence Director Cruz’ optimism that this initiative will not only bag an award but also set a different culture in civil service.
