Orani LGU adopts PGS

ORANI, Bataan – “Walang mababago, kung walang babaguhin!” The statement summarizes Mayor Efren “Bondjong” Pascual, Jr.’s present goal in adopting the Performance Governance System (PGS) in a recent meeting with the personnel from the Institute for Solidarity in Asia.

The PGS enables public offices, professional associations, and academic institutions to articulate long-term development goals, organization- and community-wide accountabilities, and transparency through sustainable governance mechanisms.

 

It has four stages: initiation, compliance, proficiency, and institutionalization. The Province of Bataan has already passed the first three stages.

 

PGS also serves as the provincial government’s management tool to attain the vision by 2020 of Bataan Province being the preferred location for eco-industrial investments leading to the highest human development index in the Philippines.

 

“Ang PGS ay isang sistema na gagamitin ng ating pamahalaan bayan upang malaman kung ang bawat serbisyo na binibigay ng bawat isang kawani ay nakapagbibigay ng episyente at magandang resulta para sa ating bayan,” Pascual said.

 

On a national scope, recently during a media interview, Department of the Interior and Local Government Secretary Mel Senen Sarmiento has urged local government units (LGUs) to adopt the Performance Governance System in their programs.

 

The PGS is a performance management and measurement tool that aims to translate organizational goals into breakthrough results guided by a set of performance indicators and metrices. The PGS is the local adaptation of the Balanced Scorecard developed in the United States.

 

Sarmiento said the balanced scorecard process translates organizational strategies into concrete and quantifiable outcomes by measuring whether the operational activities of an organization are aligned with its longer-term objectives. “The LGU funds will go to waste if these are not used properly,” he said.

 

With the expected increase in the Internal Revenue Allotment of LGUs in 2018, Sarmiento encouraged local chief executives to come up with a strategic map that would advocate the prudent use of the PGS.

 

“Ito ay isang sistema na maihahalintulad sa pagsakay sa isang malaking bangka na lahat ng nakasakay ay nagsasagwan ng sabay sabay patungo sa iisang direksyon lamang upang mas mapabilis na marating ang isang magandang mithiin para sa ating bayan,” Pascual added.

 

The municipal government’s next step will be the crafting and identification of their vision and mission.
