In a text message she received from Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, all DOLE regional directors are instructed to facilitate the Department’s emergency employment program, the TUPAD, otherwise known as the “Tulong Panghanapbuhay para sa Ating Disadvantaged Workers.”
“Upon receiving a text message from our DOLE Secretary at the wee hours of July 17, I have personally instructed and dispatched our DOLE Regional and Field Office heads and personnel, through an emergency MANCOM Meeting, to do the necessary undertaking in coordinating with their respective national and local government unit counterparts in gathering reports in identifying calamity victims whom we could provide our emergency employment,” Dione said, adding:
“We have also coordinated with the Central Luzon Regional Disaster and Risk Reduction Management Council (CL-RDRRMC) to provide us periodic updates of its Regional Situationer Reports (SitReps) to assess possible damages to the region’s infrastructures, agriculture, businesses, and individuals/families brought by TS Glenda.”
As of press time, the DOLE Field Offices are currently coordinating with the different local government units, through its Public Employment Service Offices (PESOs) in identifying heads of households representing the marginalized sector who could be part of the said emergency employment program.
TUPAD is the DOLE’s flagship emergency employment program under its DOLE Integrated Livelihood and Emergency Employment Progam (DILEEP) where identified beneficiaries, who will be given emergency employment, will be performing community works such as cleaning of roads, canals, and drainages at the region’s prevailing minimum wage rate of P336.00 per day for 5 to 10 days.
Earlier this year, the regional office announced that it has budgeted P32,425,120.00 for the implementation of the TUPAD under the Special Program for the whole region which will cover wages/salaries, personal protective equipment (PPE), and insurance for its selected beneficiaries.
