The beneficiaries were headed by Celso Quimlat, president of Morong Bataan Jitney Association (MBJA) and Arturo Santos, president of Morong Bataan Tricycle Operator-Driver Association Inc. (Morbatoda).

Quimlat received a check amounting to P84,000 while Santos accepted P170,000 in check which according to them will be used by their respective groups for the merchandising of jeepney and motorcycle parts.

Formerly known as “Bottom-up Budgeting”, GPB is a participative approach instituted by the Department of Budget and Management (DBM) in 2013 under which the executive branch identifies various programs and projects addressing the development needs of poorest cities and municipalities in the country.

Under GPB scheme, local government units (LGUs) chiefs are asked to come up with a “wish list” of P15 million worth of projects for a year that they want to be funded by the national government. The projects should be identified by local executives through consultations with civic sector organizations (CSOs) and local basic sector organizations (BSOs).

If approved by the DBM, these projects would be included in the proposed budgets of specific agencies.
