BALANGA CITY, Bataan – A former three–termer City councilor here acknowledged the unparalleled long-range planning foresights on the aspect of community development which become the solid structural mechanism to achieve socio-economic growth.
Former city councilor Eddie P. Tapan Sangguniang Panlungsod chairman on Home and Land Use Committee, cited one of the most significant accomplishments of then City Mayor of Balanga and now Bataan Governor, Abet S. Garcia, which was the formulation of a comprehensive urban development plan in collaboration with Palafox and Associates, a respected urban planning firm in Asia.
Tapan said a technologically crafted design which identify the schematic land use and zoning such as residential and commercial, educational center, hospital and clinical services and, housing subdivisions as well as the inclusion of all necessary infrastructure would make the component city a more attractive investment site in Central Luzon.

With these valuable and technically guided documents, Tapan has observed the city government deliberately acted in pursuing concrete and measurable steps that would give innovative and collective aspirations for the greater progress of the community.
