The Local Government of Pilar formally launched the Balay-Silangan Reformation Center on December 5, 2025, marking a significant step in the municipality’s commitment to rehabilitating individuals seeking a renewed path in life. The inauguration ceremony, held at the Municipal Compound in Barangay Panilao, was led by Rev. Fr. Gerald S. Cuenca, OSJ, and highlighted the town’s unified efforts toward community-based reform and holistic support for beneficiaries.
The event gathered key officials and partners, including PDEA Regional Director Jigger B. Montallana, Bataan Police Provincial Director Police Col. Marites A. Salvadora, and representatives from Pilar Municipal Police Station led by Police Major Larry C. Valencia. The initiative was spearheaded by MLGOO Annie Hipolito and made possible through the full backing of Mayor Charlie Pizarro, along with the Sangguniang Bayan headed by Vice Mayor Ces Garcia. Also in attendance were ABC President Hon. Allan G. Infante, Municipal Health Officer Dra. Janelle S. Tuazon, MSWDO head Jenny Lee Casin, PRNHS Principal Myrna Castillo, local advocates, and community stakeholders.
Balay-Silangan, which translates to “House of Hope,” aims to provide a safe, supportive environment for reformation, livelihood development, and the successful reintegration of individuals into society. The center symbolizes the strong collaboration between the LGU, PNP, and national government agencies in fostering second chances and building safer, more resilient communities in Pilar.
