Who’s Who in Bataan – LIGAYA PAGUIO JORGE, PhD

LIGAYA PAGUIO JORGE, PhD is a multi-titled and multi-awarded lady professional from Hermosa who also served as Assistant Secretary of the Ministry of Public Works, Transportation and Communications (MPWTC) from 1977 until 1981. She is a retired professional lecturer in Public Administration at the Graduate Schools of the University of Santo Tomas, Centro Escolar University and the Polytechnic University of the Philippines.

Dr. Jorge was born in San Pedro, Hermosa on December 23, 1918. Her parents were former provincial treasurer Marcos L. Jorge and Rosario Paguio of Pilar. She graduated as valedictorian at the Hermosa Elementary School and as a salutatorian at the Arellano Memorial (Bataan) High School.

She graduated at the top of her class at the Philippine Normal College where she received her Elementary Teacher’s Certificate in 1937. She was initially employed as a public school teacher starting in 1938.

She finished a Bachelor’s degree at the National Teachers College in 1941 and her Master’s degree in Public Administration at the University of the Philippines. She also completed her Doctorate degree at the Centro Escolar University in 1983.

Dr. Jorge held various positions while employed at the Bureau of Treasury, Civil Service Commission, National Irrigation Administration, Development Academy of the Philippines, Metropolitan Waterworks and Sewerage Authority, Philippine Ports Authority, MPWTC and the Girl Scout of the Philippines.

In addition to being a professional lecturer, Dr. Jorge also served as chairman of the GSP National Training Committee; treasurer, Philippine Association of Technical Assistance Participants; director and chairman of the Personal Officers Association of the Philippines’ Publications Committee.

Ligaya Jorge is a well-travelled individual and had visited several continents to exchange ideas and programs with leading public administrators. She has dedicated more than a third of her life to the improvement of Civil Service codes and methods. She is the catalyst of her department which aims “to facilitate career and employee development.”

Dr. Jorge is particularly proud of several innovations she and her staff had initiated in the Civil Service. These include the Council of Personnel Officers, the Committee of Chief Personnel (officers of all executive departments in the national government which serves as an advisory body and clearing house of information), and the Civil Service Week, during which deserving government personnel are given recognition.
