Labalan replaced Chief Inspector Ruben S. Tampis, also regarded in high esteem in Bataan, after reaching the mandatory age of 56. “I learned a lot from Major Tampis, a professional officer who recommended me to replace him,” said Labalan.

“I want to maintain the good image of the CIDG in Bataan and I can assure you that those unprofessional activities committed by others a long time ago is now a thing of the past,” assured Major Labalan in his brief courtesy call on Governor Abet S. Garcia at the Provincial Capitol.

Labalan and Gov. Garcia vowed to work hand in hand to maintain the peaceful atmosphere of Bataan, now the much-preferred investment site in the region, where the Freeport Area of Bataan, the multi-billion Petron Refinery, among other giant companies are located.
