“Success is not given; it is earned through hard work”, says Mrs. Luz R. Enriquez, Officer-in- Charge of the Provincial Human Resource Management Office (PHRMO).
Together with her two daughters, Liza and Andrea, she resides in Sta. Maria Village, Tenejero, Balanga City, which is just a stone’s throw away from her workplace.
A product of Bagumbayan Elementary School in Pilar for her primary education; Bataan National High School in Balanga City for her secondary education and the University of the East Manila for her undergraduate degree in Business Administration major in Accounting, Ma’am Luz pursued her master’s degree in Public Administration at the Philippine Christian University.
At a tender age of 21, she immediately started charting her career, first as an accounting clerk in Mariveles Apparel Corporation, then as a posting clerk in Guagua Savings Bank and a short stint at the Philippine Refining Company known nowadays as Unilever.
In 1990, she finally found her second home, at the Provincial Government of Bataan. Starting as a clerk, she rose from the ranks. As HRMO IV, Ma’am Luz is now the Officer-in-Charge of the Provincial Human Resource Management Office (PHRMO).
During our exclusive interview, Ma’am Luz’s eyes showed a certain glow when asked about their office’s mandate, duties and responsibilities – being in charge of the management and proper utilization of the human resources of the provincial government; towards the attainment of the province’s vision-mission.
“Our focus is on the employees, hence are routine tasks are mainly on recruitment, selection, placement, appointment, compensation, benefits as well as grievance,” she said. As simple as it may sound, but the PHRMO is one of the busiest offices in the PGB, for their office is also in charge of the other mechanisms of personnel management, namely: performance management, rewards and recognition system, and the merit promotion plan (MPP).
From challenging tasks come great accomplishments, hence Ma’am Luz sees to it that their office targets do not just end as good plans; they are all determined in carrying them out and get superb results.
To date, their hands are full on the following: an organized records directory, the enhancement of HRIS, update on regular and job order employees’ records, the compilation of the position description form (PDF), the employee’s manual, the citizen’s charter, to name a few.
“Sabi nga ng Civil Service Commission (CSC), dapat ang isang agency, merong career and personal development plan, and that is our HRD plan,” she said when asked about their most significant project.
“It will entail a lot of research, data gathering, and preparation on our baseline data, kung saan ‘yan ang magiging basis ng aming actions. Since we see to it that we strictly comply with the CSC’s frontline requirements, we are confident that we are on the right track, towards the achievement of our targets”, Ma’am Luz added.
“Incidentally, getting superb results, aside from being beneficial to our target clientele – the employees, is also a basis in measuring the performance of an agency, which in turn is also one of the parameters used in determining if an office is deserving of an award, and this is one of our goals, too!”, Ma’am Luz eagerly added.
Though the tasks that rest on her shoulders seem gargantuan that require her to spend more time in the office, Ma’am Luz, the ever passionate goal-oriented leader is unknown to many, a “green thumb”. She makes it a point to spend time with her plants because it relieves her stress. Not only that, she also sees to it that she spends quality time with her daughters and together, try out different food chains in different places.
Being people-oriented, Ma’am Luz maintains a Facebook account, but she rarely posts, or shares her thoughts. According to her, she uses her FB to gather information on important matters and learn insights from interesting persons.
