House Bill no. 8097 authored by Bataan 1st District Representative Geraldine B. Roman has been recently approved at the Lower House.
H.B. 8097 or “The Additional Benefits to Solo Parents Act” aims to grant additional benefits to solo parents, amending for the purpose the Republic Act 8972, otherwise known as the Sole Parents Act of 2000.
“Mahirap maging isang solo parent. Maraming mga pagkakataon ang susubok sa mga solo parents para maitaguyod ang kanilang mga anak. Mula sa pag-aalaga hanggang sa pagpapa-aral sa kolehiyo, lubos na mahirap magpalaki ng anak nang mag-isa,” Congresswoman Roman said.
Additional benefits for qualified solo parents include 10% discount and exemption from the value-added tax on the sale of goods and services such as children’ clothing materials for all purchases made from the birth of the child until 6 years of age; baby’s milk food and micronutrient supplements amd sanitary diapers from age of birth of the child until 3 years of age; duly prescribed medicines, vaccines, other medical supplements, among others.
“Ito ang dahilan kung bakit kailangan natin ng mga batas na tutulong sa ating mga solo parents na pagaanin ang kanilang mga pasanin. Kailangan nila tayong maging kaagapay sa pagtaguyod ng kanilang mga pamilya at pag-abot ng kanilang mga pangarap. Single-parent families are no less than dual-parent families,” Rep. Roman added.
For the government’s employment programs, this bill also aims to prioritize solo parents and their children in the provision of livelihood, trainings and poverty alleviation programs of DOLE, DTI, TESDA, CHED, DEPED and other related government agencies, and also tasked to provide employment information and matching services to enable them to become productive members of society.
