Rep. Roman’s 5 bills included in LEDAC priority measures

Five (5) measures authored by Bataan 1st District Rep. Tony Roman III are included in the priority list of the Legislative-Executive Development Advisory Council (LEDAC) as of February 2026, signaling strong backing from both Malacañang and Congress for their swift passage into law.

 

Roman said the inclusion of the bills in the 52 LEDAC priority measures indicates that these proposals are no longer mere legislative ideas but are now considered urgent national policies. LEDAC serves as the government’s coordinating body to align the priority legislative agenda of the Executive and Legislative branches.

 

Among the measures is the proposed CADENA Act (House Bill 7450), which seeks to streamline government processes, improve transparency, and ensure faster delivery of public services through clearer procedures and stronger accountability mechanisms. The bill aims to reduce red tape and promote open governance across agencies.

 

Also included is the Estate Tax Amnesty Extension (Substitute House Bill 6614), which proposes extending the period for families to settle estate taxes with reduced penalties. The measure is intended to help heirs transfer land titles and properties without being burdened by accumulated surcharges, thereby unlocking idle assets and improving property documentation nationwide.

 

The Anti-Fake News and Digital Disinformation Act (House Bill 4544) aims to combat organized online disinformation campaigns while safeguarding freedom of expression. The proposed law outlines penalties for malicious and coordinated dissemination of false information, particularly those that threaten public order and democratic institutions.

 

 

Meanwhile, the proposed Blue Economy Act (Substitute House Bill 6762) promotes sustainable development of marine resources to generate jobs and livelihood opportunities while protecting the country’s coastal and marine ecosystems. The measure is seen as crucial for maritime provinces such as Bataan, where fisheries and coastal industries play a key role in the local economy.

 

Completing the list is the Magna Carta for Barangays (House Bill 7621), which seeks to institutionalize clearer benefits, protection, and support mechanisms for barangay officials and workers, recognizing them as frontline public servants in local governance and community services.

 

Roman noted that three of the five measures — the CADENA Act, Estate Tax Amnesty Extension, and Anti-Fake News and Digital Disinformation Act — are nearing approval following deliberations in both the House of Representatives and the Senate.

 

He emphasized that the measures are focused on delivering concrete benefits to the public, particularly to constituents in Bataan’s First District, as Congress continues to advance priority legislation under the national development agenda.
