It will be remembered that in 2019, the Supreme Court granted and reaffirmed the Mandanas-Garcia petition that brings a positive impact to all local government units (LGUs) with a projected IRA in FY 2022 amounting to P234. 30 Billion indicating a 27.67% increase. Under the law, LGU’s IRA (internal revenue allotment) would come from 40% of collections of all National taxes- the Bureau of Internal Revenue’s (BIR) tax plus the Bureau of Custom’s (BOC) collections of import duties and other taxes, of which at present, LGU’s IRA only come from 2/5 of the National Internal Revenue taxes collected by BIR.
With these developments, salient features of Executive Order no. 138, “full devolution of certain functions of the Executive branch” to the LGUs are now being discussed thru the Orientation-workshop on the Mandanas-Garcia Supreme Court ruling in different municipalities such as in Samal.

Among the topics are preparations of devolution transition plans, establishment of growth equity fund, capacity building for LGU’s, strengthening planning, investment, programming and budgeting linkages, and M and E system, development of communication Plan and strategy.
