Gov. Garcia outlines wider use of Bataeño Pass

As the Provincial Government of Bataan prepares for the full implementation of its Bataeño Pass initiative across all 214 public schools under the Department of Education (DepEd)-Bataan, an orientation for school heads and Parents-Teachers Association (PTA) officials provincewide was conducted last April 13 at the Bataan People’s Center.

During the orientation, Governor Jose Enrique “Joet” S. Garcia III explained how the initiative will modernize school processes, particularly attendance monitoring, while also laying the groundwork for a more efficient and responsive delivery of government services beyond the education sector.

For its school implementation, students will be issued physical cards that may serve as their school IDs and be used for attendance monitoring. By tapping the card on a device installed at the school gate or entrance, their time of arrival will be automatically recorded in the system, making it easier for teachers to verify attendance and prepare reports without having to manually check every day.

The governor also said the Provincial Government, in coordination with DepEd-Bataan, is studying how the system can later be expanded to support enrollment, identify students who receive school supplies, and monitor beneficiaries of education-related programs such as Healthy Lunch, EduChild, and Iskolar ng Bataan.

He added that the system can also help the government identify beneficiaries of sector-based assistance and other forms of aid. Moreover, through the Bataeño Pass, information such as residents’ sector or occupation will be included, making it easier for the government to determine who qualifies for programs intended for senior citizens, solo parents, persons with disabilities, farmers, fisherfolk, drivers, teachers, and other groups. He said this would help avoid the repeated listing of beneficiaries and make the distribution of assistance more orderly, transparent, and fair.

Gov. Garcia said the provincial government also hopes to encourage private establishments and offices to adopt the Bataeño Pass in the future for services such as voucher systems or loyalty programs. He likewise urged parents and stakeholders to support the initiative and encouraged more residents to register, saying the program aims to make services faster, more efficient, and more responsive for Bataeños.
