CAMP CIRILO S. TOLENTINO, City of Balanga – The Bataan Police Provincial Office under the sterling leadership of POLICE SENIOR SUPERINTENDENT BENJAMIN H SILO JR., launched today September 29, 2016 the simultaneous mass oath taking of Barangay SUMBONG BILIS MONITORING TEAM of every Municipal Police Station this province.
This implementing plan “IMPLAN SUMBONG BILIS” is the original concept/strategy of PSSUPT SILO which aims to enhance the existing operational strategies project “DOUBLE BARREL” to fight against illegal drugs in the province of Bataan.
The launching of “SUMBONG BILIS” which is adopted from the PASA-BILIS – an intelligence – gathering, reporting and early warning system used to by NPA and other lawless elements during the previous years with the launching of IMPLAN SUMBONG BILIS – issues and concerns relevant to the monitoring and tracking of drug surrenderers will be addressed.
The primary tasks of this team are to consolidate list of surrenderers, monitor, record and update activities of reformists; provide intelligence report to SBMT; recommend to BADAC and Anti-illegal Drug Conveners any programs, projects, activities which will benefit the reformists; regularly monitor weekly attendance to DOH assessment within 6 months.
Once organized, this SUMBONG BILIS MONITORING TEAM (SBMT) will create cluster teams composed of trusted and select individuals from sitios/purok. Each Team member will act as the ward leader of a maximum of ten surrenderers to be monitored. Reformists are also to create their own organization composed of those who have graduated from the reformation center.
Their own set of officers are expected to formulate code of conduct and set of association rules and regulations subject to the approval of the SBMT which are necessary to make them as a self-policing organization. The officers of the association are the President, Vice Pres, Secretary, Treasurer, Auditor, Peace Officer and Public Information Officer. They are the main link of the SBMT to all the members.
PD SILO assures the Barangay Officials and people of bataan that all Bataan PPO personnel yielded negative results on the drug test conducted by Crime Laboratory and he will not tolerate his men if found associated in any illegal drug activity.
He also urged the community to continue their support in the PNP in our quest for a drug-free Bataan Province.
