Balanga City pushes for 100% drug-cleared barangays

BALANGA CITY, Bataan – With nine of its 25 barangays already issued a ” Drug-Cleared Status Certificate” by the Regional Oversight Committee, the Balanga PNP is pushing for a 100% drug free Balanga City through the enforcement of its drug clearing operations in the remaining 16 barangays.

Police Superintendent Bhyron Allatog of PNP Balanga City said in an interview that they are doing their best to schedule and visit all barangays for a meeting with barangay officials together with CADAC/ BADAC and UBAS (Ugnayan ng Barangay at Simbahan) to hasten their clearing operations that hopefully before the end of the year, all barangays in Balanga City will be 100% drug-cleared.

P/Superintendent Allatog said that they’ve already recommended, in partnership with the Local Gov’t Unit (LGU), a barangay/community Bahay Pagbabago to cater to a bigger group as there are still 514 surrenderees or persons who use drugs (PWUDs) that need rehabilitation. At present the Balanga Bahay Pagbabago can only accommodate 20 persons.

Allatog said that the plan has been presented to City Mayor Francis Garcia who welcomed it with the suggestion that the implementation should be in a multi- sectoral approach from the whole community having the LGU, CADAC/BADAC at the forefront with the support of the PNP and UBAS.

Meanwhile Gov. Abet Garcia is sold to the idea of having a community/barangay based rehabilitation/ treatment center which according to him seems to be more effective but needs to be a shared responsibility among different sectors and the concerned constituents.

In his recent barangay visits/ meetings in Barangays Cupang and Central, P/Supt. Allatog emphasized among all officials and other sectors, that the challenge is in their approach to be patient and may use the “barkada system” to invite, convince and advice the PWUDs to attend the barangay- based bahay pagbabago and the drug testing to help them.

Likewise Punong Barangay Romeo Caparas of Brgy. Central said that, “Sa mahusay na pag- uusap at pagpa plano, naniniwala akong madaling maipapatawag ang mga PWUDs, na kung gumagamit man umano sila ay natitiyak kong hihinto ang mga ito at matatakot nang umulit”.
