‘Forest lands cannot be titled’

Forest lands and timberlands cannot be titled but tenurial instruments can be issued to Filipinos to develop and manage the area.

Forest technician II Lordjim Ellano from Cenro Bagac said tenurial instrument is a 25-year privilege given to individuals, groups, or corporations by the Department of Environment and Natural Resources (DENR) to manage forest lands or timberlands.

The tenurial instruments are Community Based Forest Management Agreement (CBFMA), Special Forest Land Use Agreement (FLAg), Special Forest Land Use Agreement for Tourism (FLAgT), Forest Land Grazing Mangement Agreement (FLGMA), Integrated Forest Management Agreement (IFMA), and Socialaized Industrial Forest Management Agreement (SIFMA).

Cenro Bagac Senior Ecosystem Management Specialist Guillermo Mencias Jr. said that since the goverment does not issue title for forest lands or timberlands, tenurial instrument give legal right to individual, group, or corporation to cultivate and manage the area for certain period of time. Ellano said the tenurial instrument is renewable for another 25 years.

He also said the approval of tenurial instrument is now under the Regional Executive Director based on the latest issued manual of operation. Before the approval it was under the Undersecretary for Field Operations. He also said the instrument cannot be issued to foreigners.
