Mariveles Mayor Ace Jello “Kuya AJ” Concepcion has ordered the strict enforcement of the “No License, No Driving” policy, warning that operating any motor vehicle without a valid driver’s license is a direct violation of Republic Act 4136, or the Land Transportation and Traffic Code.
In a public advisory over the weekend, Concepcion emphasized that offenders may face heavy fines, vehicle impoundment, and even disqualification from securing a driver’s license, as part of the municipality’s drive to keep local roads safe.
Under the Department of Transportation and Land Transportation Office’s Joint Administrative Order No. 2014-01, driving without a valid license is punishable by a ₱3,000 fine, confiscation of the vehicle, and up to a year’s ban from applying for a driver’s license.
The law also covers those caught driving with expired, revoked, or counterfeit licenses. Authorities say these penalties are meant to curb unlicensed driving, which remains a major contributor to traffic accidents and road fatalities nationwide.
The Mariveles Public Safety Office (PSO), in coordination with the local police, will lead the intensified operations against violators. Armed with the authority to issue municipal citation tickets, impound vehicles, and manage traffic, the PSO will be conducting regular checkpoints and roving patrols. Mayor Concepcion said the crackdown aims to instill discipline among motorists and reduce accidents, especially in high-traffic areas of the municipality.
This local campaign aligns with Bataan’s wider push for safer roads, supported by the Metro Bataan Development Authority’s traffic management initiatives and the province’s No-Contact Apprehension Program along the Roman Superhighway. Whether through ground operations or technology-assisted enforcement, these measures share a common mission: ensuring that only licensed, responsible drivers are behind the wheel.
