BALANGA CITY, Bataan – The Sangguniang Panlalawigan (SP) ng Bataan, thru the initiative of the Committee on Human Rights, Justice and Legal matters has approved a resolution ratifying a Memorandum of Agreement (MoA) between the Provincial Government of Bataan (PGB) and the Bureau of Jail Management and Penology Region 3.
Board Member Reynaldo Ibe, chairman of said committee said that as early as September 26, 2016 the body had already approved a resolution for Gov. Abet Garcia to enter into an agreement regarding the Deed of Usufruct for the construction, operation, maintenance and management of the Bataan District Jail at the 30,000 sq.m. lot in Barangay Doña, Orani.
To meet the requirement necessary for the transfer of the Php100M budget allocation from the BJMP Region 3 for the construction of said district jail, an SP resolution is needed to concur said MOA entered into by the PGB and BJMP Region 3, BM Ibe explained.
BM Ibe added that in compliance to the United Nations Standard Minimum Rules for the treatment of prisoners, all accommodations provided for the use of prisoners like sleeping quarters, health with due regard to the climatic conditions, cubic content of air, floor space, lighting, heating and ventilation should be well specified in the construction.
