Garcia firmly believes that an informed citizenry is an empowered citizenry.

The FOI-PMO conducted the FOI Campus Caravan for faculty and students of Bataan Peninsula State University. Notable attendees at the event included Vice Gov. Cris Garcia, Board Member Atty. Antonino Roman III, department heads and representatives from the Provincial Government of Bataan, as well as presidents of the Association of Barangay Captains in the province.
